Do I need a permit to build a detached garage?

In Edmonton, yes — a detached garage typically requires both a development permit and a building permit.

Can you build a garage with a suite above it?

Garage and garden suites are their own category with additional requirements around zoning, servicing, and design. It is worth a conversation early, because the answer depends heavily on your specific lot.

Do you pour the concrete pad as well?

On a garage build the concrete is normally coordinated with the rest of the work, with the pad poured and cured before framing starts.
